Louisiana Department of Conservation and Energy Releases Draft Class VI Permit for River Parish Sequestration CO2 Injection Well

December 18, 2025 – Today, the Louisiana Department of Conservation and Energy (C&E) released a draft Class VI permit for River Parish Sequestration, LLC, a subsidiary of Blue SkyInfrastructure, LLC, for the drilling and construction of the RPN-1-INJ carbon dioxide injection well in Ascension Parish, Louisiana. The RPN-1-INJ injection well, located on the west side of the Mississippi River, is proposed to inject and permanently store two million tons of carbon dioxide per year deep underground.

The draft permit represents the second draft Class VI permit issued in Louisiana since the stateassumed primacy for Class VI underground injection control permits from the U.S. Environmental Protection Agency in early 2024. Issuance of the draft permit initiates the formal public comment period.
